  • Visit many different facilities and spend considerable time at each one, to get a good feel for the environment and quality of care.
  • Watch and listen for busy, active and happy children.
  • Count how many staff members are assigned to each child, and make sure that ratio complies with state guidelines.
  • Research the staff's experience and individual backgrounds.
