The purpose of this trial is to determine whether the investigational drug can reduce urinary albumin/creatinine excretion in patients with Type II diabetes and persistent albuminuria, whether the investigational drug reduces urinary TGF-beta and the safety of the investigational drug and any side effects that may be associated with it.
